ADDP will host a two-day managed care series that will cover (a) basics of state and federal funding and managed care on the first day and (b) the impact of managed care on Massachusetts and its community-based providers on the second day.

It is highly encouraged that those new to managed care attend the first session on April 7 as it will provide a foundation needed for the May 17 training.

Want to know what the managed care buzz is about, and the impact it will have on the developmental disability field in the next couple years?  Do you want to know implications of managed care throughout the system? Want to be better prepared to advocate for these changes to come?

The first session will cover a basic foundation of managed care, CMS, DDS, and MassHealth.

The second session will include an in-depth analysis and impact of managed care on the provider community.

Both trainings will include an interactive process allowing opportunities for questions and discussion from the audience.

Description of Part 1 Training

On April 7, speaker Ken Smith, UnitedHealthcare Dual Eligible and Long-Term Supports and Services CEO, will cover the following topics:  

  • Basic introduction of Medicare, Medicaid, and managed care
  • Overview of the Centers for Medicare and Medicaid Services’ (CMS) role, why federal reimbursement is needed, and how it impacts Massachusetts Department of Developmental Services (DDS)
  • Introduction to Title 19 of the Social Security Act or often referred to as the State Plan
  • Top level summary of MassHealth, Medicaid waivers, and its growth trends in various categories
  • National perspective of Massachusetts long-term services and supports (LTSS)

Speaker Bio

On April 7:

Ken Smith has worked and led teams in the long-term services and supports (LTSS) arena for over twenty years. Mr. Smith’s LTSS experience includes home health administration, case management for individuals with physical disabilities, and nursing home administration. He has worked ten years at the Massachusetts Executive Office of Health and Human Services (EOHHS), six years in Massachusetts’ Medicaid agency, and four years at the Massachusetts’ Department of Developmental Services (DDS).  At DDS, Mr. Smith was Chief of Staff, Assistant Commissioner and led the compliance and implementation of the Rolland Settlement Agreement. At MassHealth, Ken was the Director of the Office of Long-Term Services and Supports from 2011 to 2015.  Most recently, Ken headed up the Balancing Incentive Payment Program bringing $135 million into the state of Massachusetts as they met their rebalancing goals bringing community LTSS spending up to 69% of all Home and Community Based Services (HCBS) LTSS spending.  Currently, Mr. Smith is the CEO of Dual Eligible and LTSS for UnitedHealthCare.

Mr. Smith has a BA in Human Development from Boston College and a Master of Science in HealthCare Management from Lesley University. In his spare time, he has volunteered as a long-term care ombudsman for five years in two Boston skilled nursing facilities. He has also published a book, She Presents Well, about the choices families and individuals make regarding home health versus nursing home care.
